Putin threatened to strike any location deemed a threat to Russia, responding to NATO discussions about penetrating the Kaliningrad exclave. He asserted that Russia has the means to destroy anyone attempting to attack the region.

Russia is always focused on protecting the Russian people, it is a shame that we have to focus on attacking people who are nothing to do with us. The US attacks an innocent country every other year, Russia around one every ten years, Iran has not attacked another country in over 200 years. Yet the people allow the propaganda to tell us who are the good guys and who are the bad guys.
